FEATURES OF INNOVATIVE STRATEGY FOR HUMAN DEVELOPMENT OF ADOLESCENT CHILDREN

Abstract

Article is devoted to features of human development of children of teenage age. The detailed description of the periods of teenage age opens the innovative strategy aimed at the development and gain of human potential of children of teenage age in article.

The concept of «human potential» has become quite familiar in the vocabulary of scientists, different levels of government officials, teachers and journalists. The term «human development» has become the starting point for the concept of human development, which has been and continues to be developed in many countries around the world. The development and introduction of the

Federal state educational standard of general education of the second generation of the Russian Federation are closely related to the competence-based approach to training, which is dominant at the present time in the world practices of teaching[4]. The peculiarity of the concept is to assess the state of traditional macroeconomic parameters, as well as the characteristics of health and education of the population. Based on the content of the concept of «potential», which includes the capabilities of the individual, his internal forces that can be used to solve any problem, the implementation of any activity, as well as a hidden force, opportunity, ability that can manifest itself under favorable conditions [3].

It is known that the concept of «human potential» is economic, but as practice shows is now used in all scientific areas that are directly related to the person.
A. senu explains the studied concept as human development or expansion of its influential capabilities, which justify its increase in material and economic well-being. Human development can be possible only in specially created conditions. Such conditions are: a democratic social system, the priority of individual values; satisfaction of basic human needs and the responsibility of the state; economic growth as a means to increase the cost of human development, etc.

Such a concept is indicated in the Reports on human development prepared under the auspices of the UN since 1990. a comprehensive approach to the human person and human society, Grounded in this concept, has been recognized in many countries as constructive and promising, that since 1995 national reports on human development have been published — including in all EU States, as well as in Russia [1].

We will address the order of the Government of the Russian Federation of 17.11.2008 N 1662-p (edition of 28.09.2018) «About the Concept of long-term social and economic development of the

Russian Federation for the period till 2020″ which says that development of human potential of our country includes system transformations of two types:

  • aimed at improving the competitiveness of human resources, labor and social sectors of the economy;
  • improving the quality of the social environment and living conditions of people.

With regard specifically to adolescents, the state ensures the creation of a comfortable and safe social environment that promotes the creative development of children. In the «Strategy 2020», young people (children of adolescence and early adolescence) is recognized as the bearer of innovative development potential. The text of this Concept States that modern Russian society expects active, scientific, creative and entrepreneurial activity of children of adolescence, which will provide self-development. To do this, the adolescent child is expected to be actively involved in creative, research and work activities of his or her own volition. It is necessary to motivate young adults to participate in the development of the innovative segment of the economy through creative groups, research projects and youth entrepreneurship.

The innovative model of human development of children of teenage age assumes development of human potential of teenagers of Russia. This model assumes creation of favorable conditions for development of abilities of each person, improvement of living conditions of the Russian citizens and quality of the social environment, with another — increase of competitiveness of the human capital at the expense of development of social sectors of economy. Such conditions created by society and the state for the implementation of the above requirements will lead to the development of adolescent children in the country. And it is possible to change the situation of children of adolescence only as a result of systematic, long-term work that society and the state organize and specifically implement together with the youth of today in relation to the children of adolescence of tomorrow.

Based on the analysis of these documents, we can formulate approximate conditions that can contribute to the development of the human potential of children of adolescence: involving children of adolescence in social practice and informing them about the potential for development in our country; actions that will focus on the development of the potential of adolescent children should be structured and ordered by organizational levels, problems, areas of work that are characteristic of all adolescent children, but taking into account regional and individual characteristics; in organizing work on the implementation of the innovative strategy of human development, it is necessary to observe such principles as openness in communication and activity, participation in anything, accountability, efficiency, cohesion with adolescent children; the development of children of adolescence takes place in different activities, subject to their mandatory activity and participation; the formation of creative activity of children of adolescence; the creation of relevant and convenient opportunities to fill previously missed opportunities.

At the same time with the proposed conditions, it is necessary to understand that in the construction and practical implementation of the work on the development of the human potential of adolescent children there are such contradictions as: between the activity approach necessary for the development of the human potential of adolescent children, and the lack of relevant conditions and opportunities created by the state for the implementation of the activity of adolescent children; between the recommendations that are formulated in international and Russian documents on the problems of working with children of adolescence and the absence in our country of special structures and specialists who could implement them; between the systemically structured developed documents and the lack of systematic their practical implementation; between the requirements of the current society for children of adolescence and the existing conditions for the development of their human potential; overcoming these contradictions and the creation of the proposed conditions in the Russian society in the framework of work with children of adolescence will contribute to the development of human potential in every child.

Today, the development of research and production technologies requires the growth of innovative component in human activities and puts forward new challenges for modern system of education — to educate people able to creatively solve scientific and technical problems[5].
